The chain starts at the issuing university, then passes through the home country's Ministry of Education or HRD, the home-country MOFA, the UAE Embassy in that country, and finally MOFA in Dubai. MOHRE work permits and jobs require it for skill-level 1–3 roles, including managerial, technical and professional positions. Professional licensing — DHA, DoH, MOH, ADAA, KHDA and legal regulators — requires it before granting a practice licence. MOE equivalency and postgraduate study is mandatory before MOE equivalency or UAE postgraduate admission, and this is where degree attestation directly connects to a Certificate Equivalency application. Send scans first. You will typically need the original degree with university seal and graduation date, a passport copy, transcripts or mark sheets (some embassies attest these alongside the degree), and a certified translation only if requested.
MOFA cannot verify a degree without a full home-country chain including HRD or the Ministry of Education. Some countries need state authentication before national MOFA — skipping this breaks the chain even if every other step is correct. Any spelling variation between passport and degree halts the file. And laminated, folded or altered originals are rejected at the counter.
